What is a single supply circuit?

The op-amp power pins are connected to a positive voltage and ground through a single-supply circuit (right side of Figure 1). The positive voltage is linked to VCC+, while the negative voltage is connected to VCC- or GND.

Can I use a dual supply op amp with single supply?

It will work as long as you do not break any of the specifications. In many circumstances, this places undue limits on your design. The input voltage range of most dual supply opamps does not include either supply rail.
